Financial Management Analyst

As a Financial Management Analyst, you will:
Assists with the review and approval of USMMA employee and Midshipmen travel authorizations and vouchers to ensure all travel is performed in compliance with USMMA and MARAD travel requirements. Assist USMMA managers and USMMA partner agencies with the appropriate establishment, execution, and proper closeout of Inter- and Intra- agency agreements. Draft procedural instructions and policy guidance for use by USMMA planning and estimating funding needs, staffing, travel, and reporting on fiscal operations. Perform a wide range of administrative and analytical duties in the formulation, presentation, and execution of the USMMA's administrative and program. Assist in monitoring the execution (i.e., obligation and expenditure of funds) of the administrative portion of the Academy's approved operating budget to ensure that funds are properly allocated and are being obligated and spent in a timely and effective manner in support of authorized management objectives. The ideal candidate will possess training and experience in conducting analysis supporting the formulation, justification, presentation and execution of a program budget consistent with government guidelines. The candidate will have experience and working knowledge of managing a program budget, including:
tracking expenditures, monitoring costs and identifying and reconciling discrepancies. The ideal candidate will also have advanced competencies in writing and developing/ maintaining spreadsheets to support analysis aimed at efficient and effective use of budget resources. To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:
Experience providing budget and financial advice for all financial management activities and experience processing financial transactions in accordance with applicable statutes, regulations, and policies. To qualify for the GS-09 on Education alone, you must have:
At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
