As a Academy Training Representative, you will:
Be responsible for making suitable vessel assignments to midshipmen shipping out of a specific region as designated by supervisor. Periodically, transfers are made in order that midshipmen are provided with various experiences on vessels of different types, serving varied trade. Be responsible for visiting vessels for the purpose of reviewing and evaluating midshipmen training experience and performance. Be responsible for assuring that the midshipmen are properly informed concerning uniform requirements, working hours, rules for leave and liberty, and standards of conduct aboard ship. If unsatisfactory performance reports are received, the ATR is required to conduct an investigation of the circumstances. Be responsible for maintaining accurate records of the ships for evaluating the quality of training provided midshipmen. The information received is then utilized to assure that midshipmen assignments are made most effective. Be responsible for detailed arrangements for the assignment of midshipmen for their internship to office of a maritime oriented agency or company for the purposes of familiarization and training. Develop and foster good relationships, at the management and executive levels, with contacts in all sectors of the maritime and transportation industries, as well as relationships and close liaison with the senior officers and officials of the ships, maritime shipping companies, and agencies which cooperate in the Shipboard Training and Internship Programs. The ideal candidate is an senior-level professional who will be responsible for developing, supervising and coordinating the at-sea training program for Midshipmen (male and female) at the U. S. Merchant Marine Academy. To meet the minimum qualifications for this position, you must meet the specialized experience requirements.For the GS-13, to qualify, your experience should include at least one year of experience equal or equivalent to the GS-12, it must include:
Experience providing guidance to students in all phases of personal and professional conduct at sea and the occupational responsibilities of deck and engine officers on U.S. Flag and International vessels. Assists in training of midshipmen while serving as an officer aboard US Flag vessels. Highly Desirable:
An active U.S. Coast Guard issued Merchant Marine Officer's License (STCW) providing full operating authority under senior Master or Chief Engineer license is highly desirable. Additional Information:
The person selected for this position will be appointed an officer in the United States Maritime Service (USMS) and will be required to purchase and wear a USMS uniform while performing their duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
