Human Resources Specialist

As a Human Resources Specialist, you will:
Provide advisory services to managers regarding recurring staffing and recruitment strategies and application of program flexibilities. Assist in conducting job analyses by analyzing the knowledge, skills, and abilities of position. Research personnel and pay laws and regulations to routinely advise managers and ensure compliance with statue, regulation and organizational policy. Assemble rating and interview panels as needed and guide managers in developing and selecting appropriate criteria for evaluating job candidates. Review a wide variety of personnel actions such as promotions, reassignments, pay adjustments, within grade increases, data element changes, to ensure proper coding procedures and legal authority designations. Advise, counsel and assist supervisors and employees on a wide range of human relations activities including performance management, incentive and performance awards, health and life insurance, thrift savings and retirement programs and benefits, salary and pay issues, the full range of leave programs, etc. The Ideal Candidate must be able to provide a variety of essential technical and procedural support duties relative to human resources management. To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:
Experience in providing human resources management services in the areas of recruitment, placement, employee development, and a variety of employee services within a Human Resources Office. To qualify for the GS-09 on Education alone, you must have:
At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
